The bureau is mandated to establish and implement a system for environmental and social impact assessment (ESIA) of all government and private development projects, review ESIA reports, monitor compliance, and take legal action when necessary. It ensures that enterprises adhere to environmental protection and forest conservation laws, applies national environmental standards, and establishes solid and liquid waste management systems to promote recycling and a clean, green environment. The bureau monitors policies and laws on hazardous substances, collects and organizes environmental indicator data to prepare status reports, and designs strategies for ecological restoration of degraded lands. It conducts studies on biodiversity management and use, creates awareness, and establishes systems for the development, conservation, and utilization of natural and planted forests. The bureau also establishes research centers, seed quality control labs, and input multiplication facilities to promote forest research and development. It grants licenses for forest development and product transfer, supervises compliance, and orders legal measures as needed. Additionally, the bureau protects wildlife outside national and regional parks, controls illegal hunting and trade of wildlife and their products, issues movement permits, and coordinates with relevant bodies. Finally, it carries out any other related functions necessary to achieve its purpose.
